Homeowners Insurance by City: Risk Factors + State Guides for 20 US Metros
Homeowners insurance is priced by address, not by state alone. Each metro has its own mix of catastrophe exposure, construction costs, and state regulatory framework.

Do homeowners insurance rates vary by city?
Yes — homeowners insurance carriers price by address, not just by state. Catastrophe exposure (hurricane, wildfire, hail, tornado, flood risk), local construction costs, and claims history all vary by metro and even by ZIP code.
Does standard homeowners insurance cover flood or earthquake damage?
No. Standard HO-3 policies exclude both flood and earthquake damage everywhere in the US. Flood coverage is available through the NFIP (floodsmart.gov); earthquake coverage is a separate policy or endorsement, common in California and other seismic zones.
What is the NAIC Homeowners Insurance Report?
The National Association of Insurance Commissioners (NAIC) publishes state-level average homeowners insurance premium data. These are state averages only — NAIC does not publish city-level premium data. The report is available at naic.org.
